Senegal has successfully closed its second Public Offering of the year 2026. Launched on September 23, the operation concerns a total mobilized amount of 338,2 billion FCFA, against an initial objective of 200 billion FCFA, representing a coverage rate of 169,1%.
The lead arranger is Invictus Capital Finance. The success of this public offering, according to the Ministry of Economy, Finance and Planning, testifies to the confidence of both institutional and private investors in the quality of the State's signature.
The mobilized resources will contribute to covering budgetary expenditures as well as the active management and settlement of domestic debt, in accordance with the finance law for the year 2026. This second operation is part of a coherent dynamic of domestic resource mobilization and sub-regional financial market development, perfectly aligned with the State's strategic orientations.
It also contributes to optimizing the debt profile through a balanced structure integrating long maturities, up to 10 years, at controlled financing conditions. The issuance consists of four tranches.
The first has a maturity of 3 years at a rate of 6,40%. The second tranche has a repayment period of 5 years, at a yield of 6,60%.
Regarding the third tranche, it concerns a maturity of 7 years, at a rate of 6,65%. For the fourth and final tranche, the duration is 10 years, with a yield of 6,95%.
In a context of active debt management combined with the improvement of the debt profile through effective management of the maturity curve, this operation allows for the creation of fiscal space to address other priority government expenditures. Following this success, the Government intends to maintain this momentum in accordance with its endogenous resource mobilization strategy, its medium-term debt management strategy, and its financing plan.
