Côte d'Ivoire is moving to the selection stage for projects intended to benefit from the financial commitments announced by the World Bank Group within the framework of the National Development Plan (PND) 2026-2030. Indeed, Ivorian authorities and the Bretton Woods institution have initiated efforts to identify, within the Plan's portfolio, operations suitable for financing from the envelope of 17 billion dollars, or approximately 9 664,7 billion FCFA announced during the consultative group meeting.

This process was at the center of a hearing this 9 October in Abidjan, between the Minister of Planning and Development, Souleymane Diarrassouba, and Marie-Chantal Uwanyiligira, World Bank Country Director for Côte d'Ivoire, Benin, Guinea, and Togo. Both parties agreed to work on selecting investments to be retained from among the strategic and structural programs included in the six pillars of the PND 2026-2030.

The objective is to align the country's development priorities with the financing capacities of the various entities within the World Bank Group. Three institutions mobilized around 17 billion dollars.

Announced during the Consultative Group meeting held on 8 and 9 July 2026 in Abidjan, the commitments announced by the World Bank are divided among three entities, according to information provided by Ivorian authorities. Specifically, the World Bank plans to mobilize 10 billion dollars, while the International Finance Corporation (IFC), dedicated to private sector financing, accounts for an announced contribution of 5 billion dollars.

The remaining 2 billion dollars fall under the Multilateral Investment Guarantee Agency (MIGA), for risk coverage purposes. This architecture thus combines funding aimed at development, private sector support, and guarantee mechanisms designed to facilitate the mobilization of investments.

For Côte d'Ivoire, the challenge now consists of identifying priority projects capable of mobilizing these resources and specifying the modalities for their implementation. The selected investments must align with the strategic orientations of the PND 2026-2030, which constitutes the government's roadmap for accelerating the country's economic and social transformation.

Beyond the identification of projects to be financed, the discussions between Souleymane Diarrassouba and Marie-Chantal Uwanyiligira focused on several other matters of national interest. Reducing regional disparities is among the issues examined.

This challenge refers to the need to better distribute investments and economic opportunities across the entire territory in order to support more balanced development between the country's different regions. The modernization of the land registry was also discussed.

Improving land management tools constitutes an important project for securing property rights, land-use planning, and facilitating investments. The two parties further discussed the diversification of financing mechanisms.

This orientation aims to broaden the sources for mobilizing the resources necessary for the realization of development projects, in a context where investment needs remain significant. The identification of new operations follows a substantial existing financial partnership between Côte d'Ivoire and the World Bank.

As of 30 June 2026, the institution's active commitment portfolio in the country included 25 operations, with a volume of approximately 7 billion dollars. The announcement of 17 billion dollars thus opens the prospect of strengthening this cooperation, subject to the materialization of the contemplated financing.

The selection of projects for the PND 2026-2030 will constitute a decisive step in translating these commitments into effective investments. Published on 12/10/26 17:09.
