The Nigerian Communications Commission (NCC) and the Association of Licensed Telecommunications Operators of Nigeria (ALTON) launched an initiative for free mobile data access for eligible learners on October 1, 2026. This program aims to reduce the costs of accessing online educational resources and to support human capital development across the country.

Within the framework of this model funded by the telecommunications sector, each user receives a daily allocation of 100 MB reserved for approved educational platforms. This allocation represents approximately 700 MB of data per week, or nearly 3 GB per month and an annual volume that can reach 36,5 GB per student.

To finance the pilot phase of this project, which targets 5 000 learners, technology industry stakeholders have committed nearly 200 billion naira, or approximately 150,5 million USD, in financial and material contributions. The initiative is based on a partnership bringing together public authorities for the regulatory framework, network operators for connectivity, as well as equipment manufacturers and tower managers for the provision of terminals and infrastructure.

Through this measure, the regulator and industry stakeholders intend to mitigate regional disparities in access to knowledge and foster the integration of young people into the digital economy. Sector leaders emphasize that the overall success of the mechanism will nonetheless remain contingent upon the availability of equipment, the quality of infrastructure, and digital literacy training.

This action takes place in a context where several African nations are seeking to democratize access to the Internet, similar to Mauritius, which implemented a free mobile plan for young people aged 18 to 25 in September 2024. The rollout of this program in Nigeria also follows the approval, in January 2025, of the first upward adjustment of telecom tariffs in the country in over a decade, granted to address the rising operational costs of operators.
