Senegal has significant support for the implementation of its New Technological Deal program and the digitalization of services. The country signed on Tuesday 6 October 2026, an agreement with the World Council of Investment and Business for Africa (CMIA and Blue Cloud Softech).
The partnership involves a total of 88 billion FCFA, or 151 million dollars. The funding is intended for the 8 program of the New Technological Deal, known as the Senegal Digital Factory, which aims at the emergence of a digital industry adapted to global technological developments.
Through the mobilization of these resources, the Ministry of Telecommunications and the Digital Economy intends to materialize its vision that places Dakar at the heart of a regional ecosystem capable of bringing together different actors within a model that integrates high-quality digital innovations and services. It is a matter for the Minister of Telecommunications and the Digital Economy, Samba Diouf, to transform the digital sector into a true lever of innovation serving the Senegalese economy.
According to him, the objective is to gradually transition Senegal from an economy that primarily imports and consumes technology to one that designs, assembles, develops, secures, produces, and exports technology. Furthermore, the Senegal Digital Factory aims for a territorialization of connectivity.
These funds acquired from technical and financial partners will be used to deploy technology and digital infrastructure. Considerable impacts are expected in strategic sectors such as health, education, training, and entrepreneurship.
For Chandrashekar Mudraga, CEO of Blue Cloud Softech Solutions, the Digital Factory will bring about a very significant digital transformation of the Senegalese economy and will make Senegal a major country in Africa, equipped with all the necessary tools to have a very positive impact on the daily lives of citizens. For his part, the Executive President of the World Council of Investment and Business for Africa, Dr.
Idrissa Doucouré, believes that the draft agreement constitutes a strategic opportunity to connect local, regional, and international ecosystems. The other advantage, according to him, is that it will also serve to attract structuring investments and foster the transfer of skills.
