A specialist in public finance and the structuring of large-scale projects, the new leader will be expected to strengthen the mobilization of resources for the Caisse des dépôts et consignations and direct them toward long-term strategic investments.
The Caisse des dépôts et consignations de Côte d'Ivoire (CDC-CI) is changing leadership. The institution announced, this Friday, September 25, 2026, the appointment of Sidy Cissé as Director General.
This choice brings to the head of the CDC-CI a profile closely associated, for more than a decade, with the management of public finances, the mobilization of international financing, and the structuring of major projects for the Ivorian State.
A general engineer who graduated from the École polytechnique de Paris and the École des mines de Paris, Sidy Cissé has over twenty years of professional experience acquired in Europe, Asia, the Middle East, and Côte d'Ivoire. His background covers the banking, oil, budgetary, and infrastructure sectors.
Since 2017, he served as Deputy Chief of Staff to the Ivorian Prime Minister, in charge of financial, economic, and infrastructure issues. In this position, he participated in monitoring the economic and financial program concluded with the International Monetary Fund, in mobilizing resources on international markets through Eurobond issuances, and in the financial structuring and management of several major public projects.
Between 2013 and 2017, Sidy Cissé was also Deputy Chief of Staff to the Minister of the Budget and State Portfolio. He contributed to the implementation of public finance reforms and to the strengthening of public enterprise governance, notably through the creation of the Directorate General of the State Portfolio.
His experience in infrastructure dates back particularly to the 2011-2013 period, when he was an advisor to the Minister of Economic Infrastructure in charge of major projects. At that time, he participated in the financial structuring and monitoring of the construction of the third bridge in Abidjan.
Before returning to Côte d'Ivoire in 2011, the new Director General of the CDC-CI had pursued an international career in the banking sector, within Crédit Agricole in France, and then in hydrocarbons with the Schlumberger group, notably in Sudan, India, and Saudi Arabia.
At the head of the CDC-CI, Sidy Cissé will have the mission to continue the mobilization and securing of financial resources entrusted to the institution. The objective is to increase its capacity to support structuring, strategic, and general interest projects in Côte d'Ivoire.
His appointment comes in a context where the CDC-CI is called upon to play a growing role in the long-term financing of the economy. His experience in international markets, public finance, and infrastructure arrangements should be utilized to further transform the resources mobilized by the Caisse into investments capable of supporting the development of the country.
