Economic cooperation between Mali and Russia is strengthening in the transport sector. Indeed, the Malian Transport and Logistics Company (SMTL-SA) signed, this 7 October, a contract worth over 30 billion FCFA with the Russian group KAMAZ, specializing in the manufacturing of industrial vehicles.

The agreement concluded in Bamako, the Malian capital, concerns the acquisition and delivery of vehicles intended to bolster national transport and logistics capabilities. The signing ceremony took place in the presence of the Minister of State, Minister of Economy and Finance, as well as the Minister of Transport and Infrastructures.

It marks a new milestone in the implementation of the intergovernmental agreement concluded between Mali and the Russian Federation. Through this contract, Bamako intends to increase its logistics capabilities in order to better meet the country's supply and provisioning needs.

The acquisition of new vehicles is thus expected to contribute to the strengthening of national transport resources, in a context where the availability of logistics capacity constitutes a major challenge for the Malian economy. Beyond the mere supply of vehicles, the partnership with KAMAZ includes several components intended to gradually create an ecosystem around the maintenance and production of this equipment in Mali.

A maintenance workshop will notably be established in Bamako-Sénou. The arrangement will also include the supply of spare parts to ensure vehicle availability and strengthen local maintenance capabilities.

Technology transfer and technician training. The contract also includes a significant component dedicated to skills development.

Malian technicians are to be trained in Russia on technologies and operations related to KAMAZ vehicles. This component aims to foster a transfer of expertise to Mali and gradually reduce dependence on foreign expertise for maintenance operations.

It could also contribute to the creation of new technical skills in the Malian automotive and industrial sector. Ultimately, the cooperation aims to go further with the installation in Bamako of an assembly workshop, followed by a KAMAZ vehicle assembly plant.

This perspective gives the agreement a scope that goes beyond the simple acquisition of vehicles. If realized, the installation of an assembly unit would allow Mali to reach a new stage in the development of its industrial capabilities in the field of heavy vehicles.

For Bamako, the challenge is notably to transform transport equipment needs into opportunities for skills development, maintenance, and, eventually, local production. The partnership between SMTL-SA and KAMAZ is thus in line with a logic of strengthening logistics infrastructure and developing national capabilities.

It also reflects Mali's desire to give a more industrial dimension to its economic cooperation with Russia. With this investment, transport and logistics appear as new axes of Russian-Malian economic cooperation, with the ambition of consolidating the country's supply while gradually fostering technology transfer and the emergence of local expertise.
