This interministerial meeting brought together several ministers, notably Djibril Ouattara, in charge of Digital Transition, and Françoise Remarck, Minister of Culture and Francophonie.

The primary objective was to review the results of technical trials with a view to offering direct financial opportunities to local creators. This consultation brings to fruition several months of tests conducted by the American technology giant at the request of the State.

These experiments have proven positive for the creative sector. "This evening, the news is good regarding digital content monetization in Ivory Coast!"

declared the Minister of Culture, Françoise Remarck, speaking at the conclusion of the meeting. The initiative is part of pillar 3 of the National Development Plan (PND) 2026-2030 defined by President Alassane Ouattara, which aims to reduce the informal economy and create sustainable jobs.

To steer this project, the government is relying on a task force bringing together Communication, Commerce, Digital Transition, and Culture. This group is working with the High Authority for Audiovisual Communication (HACA).

The guidelines had been initiated on 2 February 2026 during work between Françoise Remarck and René Bourgoin, President of the HACA. The shared objective remains to define an equitable economic model guaranteeing adequate remuneration for Ivorian talent.

Henceforth, the authorities and Meta are continuing their discussions to establish access rules before the official launch of the service. This progress will allow artists and influencers to fully earn a living from their work on digital platforms.
